The history of Yuganskneftegaz began in 1961 with the development of the Ust-Balyk oil field. Nefteyugansk is restless: rumors are spreading among residents about a possible change of leadership in the city and the town-forming LLC RN-Yuganskneftegaz, a subsidiary of OJSC Rosneft. The changes are linked with the recent visit to Nefteyugansk of the head of Rosneft Igor Sechin, during which the top management of the subsidiary at a closed meeting was greeted for failure to meet targets and failures in current work.

Oil production is declining, among other things, because construction contractors affiliated with the management of RN-Yuganskneftegaz cannot cope with the development of infrastructure for the commissioning of new oil wells. In 2013, RN-Yuganskneftegaz produced 49.7 million tons of oil, although the target was to produce 65 million tons. This year, the situation threatens to at least repeat itself.

RN-Yuganskneftegaz has become a feeding trough for haulers

On the whole, for Rosneft, the production situation is developing favorably. Igor Sechin recently noted with satisfaction that the company has more than halved the historical rate of decline in oil production in a number of key regions. The policy of dismissing the heads of subsidiaries for disrupting production plans is paying off.

It bears fruit, but not in the case of RN-Yuganskneftegaz, which accounts for more than a third of all Rosneft's production. Indeed, in this "daughter" for many years there has been a scheme (see), the authors of which are only interested in the development of multibillion-dollar funds and have completely forgotten about achieving any results.

Firms (Obstroy, Metalsnabkomplekt, Yuganskneftestroy, Gazmontazh and others), close to the general director of RN-Yuganskneftegaz, and the head of Nefteyugansk, Burchevsky, are closely mastering a considerable part of the plan for the procurement of works, goods and services of RN-Yuganskneftegaz LLC, which is about 400 billion rubles a year.

For example. The annual expenses of RN-Yuganskneftegaz for the arrangement of well clusters (this is the construction of access roads, the supply of communications to the wells that are planned for development) amount to about 20 billion rubles. It would seem: for that kind of money, you can work with unlimited enthusiasm. However, in 2013, for some unknown reason, contractors simply did not cope with these not too complicated works.

Because of this, RN-Yuganskneftegaz (and Rosneft as a whole) did not fulfill its production and drilling plans. The drilling rigs simply could not be delivered to the wells due to the lack of access roads. A striking example of contractors' slovenliness is the Priobskoye oil field. Plans for its development have been failing for at least the second year. Fortunately for Burchevsky and his accomplices, Igor Ivanovich Sechin has not yet reached this facility, so funds for its arrangement can be cut further.

Why do careless performers get away with everything? There is talk in Nefteyugansk that Fayzullin and Burchevsky have found themselves in Moscow a new high-ranking patron - the vice-president of Rosneft, head of the security service Nail Mukhitov. If this is so, then one can only rejoice for Mr. Mukhitov, who has been working for Rosneft for only two years: he quickly matched the largest and most profitable subsidiary of the state company for his care.


RN-Yuganskneftegaz at least seven years ago developed a stable scheme for cutting contracts: even before the arrival of not only Nail Mukhitov, but also Igor Sechin in the state company. The principles of working with contractors are as follows. At least 10% of the contract goes to the top management of RN-Yuganskneftegaz (mainly to the general director Radmir Fayzullin, who was previously deputy director of the oil and gas production department of Rosneft). At least 5% goes to Moscow "for the roof" (in which department - mentioned above). Another 5% - to local law enforcement agencies, so as not to disturb them for nothing. Contractors are left with about 10% in the form of surplus profit (in addition to the estimated one), in which there is a share, including the mayor of Nefteyugansk, Burchevsky. Thus, the cut volume is at least 30%.

Interestingly, there are strong ethnic ties among the participants in the scheme: in addition to Mukhitov and Fayzullin, ex-director of the Rosneft logistics department Nuriman Kunafin is still directly involved in the withdrawal of funds. Not without family ties: Lapina's father and son are working hard on the development of contracts. Dad previously worked as the chief engineer of Obstroy LLC, and now he has become the deputy general director for capital construction at RN-Yuganskneftegaz and, accordingly, provides contracts for his company Obstroy. And also provides contracts for the company of his son, who holds the post of chief engineer of OOO Metalsnabkomplekt.

In a well-functioning corruption scheme, the approximate pool of RN-Yuganskneftegaz contractors undergoes preliminary qualification when distributing work without any problems, about 70% of the work is transferred to them, bypassing competitive procedures. In the past year alone, the growth in deals concluded with a single supplier has almost doubled. Moreover, according to the officially approved regulations of RN-Yuganskneftegaz, contractors begin work even before the decision of the procurement commission (!), On the basis of a letter of guarantee. And even such preferences for their contractors seem insufficient to corrupt officials. The management of RN-Yuganskneftegaz intends to cancel the adjustment factor, the 90-day grace period, and the 10% contractual guarantee. Of course, selectively: only for those contractors who regularly roll back suitcases with billions (including to Moscow).

Of course, this kind of approach cannot but affect the efficiency of the company. Plans to drill new wells are regularly thwarted, and production plans are chronically unfulfilled. The main goal of contractors is to master the money, distribute kickbacks, fill their pockets, and the achievement of results is somewhere in the region of tenth place. Therefore, in 2014, most likely, the plans for drilling and production will also not be fulfilled. But oil from RN-Yuganskneftegaz, in fact, should fill the Eastern Siberia - Pacific Ocean pipeline. Why then build the ESPO pipeline if it is not being used to its full potential due to a drop in production?

The head of Rosneft Igor Sechin, through incredible efforts, is looking for funds for the development of the state-owned company in order to not only preserve, but also strengthen its position in the market during the crisis, and lay the foundation for successful work for decades to come. It would be very unfair if the expended efforts cross out the narrow-minded and mediocre managers in the territories of Rosneft's presence with their cutting schemes.

"Pearl of Ugra" has become a laughing stock

Interestingly, after the scuffle from the management, the general director of RN-Yuganskneftegaz, Fayzullin, advised the contractors not to fuss, not to intensify their activities, but simply to pretend that nothing happened: maybe it will. And the mayor of Nefteyugansk, Burchevsky, on the contrary, went into a binge out of frustration, was caught driving drunk by traffic police officers, and the other day the court deprived him of his driver's license for a year and a half.

Rumors about the imminent resignation of the mayor are confirmed by the facts. So, Burchevsky for three years of work as the head of the city did not manage to find a common language with the municipal deputies: this year the people's deputies gave the mayor "bad" for his work.

One of the most scandalous stories related to the distribution of municipal contracts was the notorious long-term construction - the water sports complex "Pearl of Yugra". When Burchevsky worked as the chief power engineer of RN-Yuganskneftegaz before his election as mayor, with his active participation the same shadow system of informal incentives was built from a whole pool of work and service providers. One of these offices, OOO Obstroy, is now completing the construction of the Pearl of Ugra.

"Obstroy" under the last mayor has already won an auction for the completion of construction. He won by dumping prices. As a result of the struggle at the auction, the Obstroy company fell from 1.6 to an unimaginable 1.2 billion rubles. Other market participants predicted that it would be impossible to complete construction at such a cost. And so it happened. Obstroy simply refused to fulfill the contract. After such a scandal, another contender for this object (a large Surgut company) forever forgot the road to Nefteyugansk, and the construction of the "Pearl of Yugra" complex was postponed for several years.

In such cases, at the request of the customer, the contractor is included in the list of unscrupulous executors, he is deprived of the right to participate in the auction. However, the company "Obstroy", despite the obvious harm caused to the city, escaped this fate. And not only avoided, but nevertheless received a contract to complete the construction of the "Pearl of Ugra" for the initial 1.6 billion rubles. Since Burchevsky was already the head of the city, real competitors were simply not allowed to participate in the auction.

In fact, there is nothing new in the schemes of Faizullin, Burchevsky and Kunafin. Only firms from their pool are allowed to participate in the auction, the rest are cut off for formal reasons. New here is in the nuances. As a rule, in order not to aggravate relations with the local elite, a new head (in a particular municipality) hardly changes the pool of contractors. He makes adjustments, but not global ones, so as not to quarrel with the deputies, many of whom feed on municipal and state contracts. This is the logic of political survival.

But Burchevsky turned out to be a revolutionary. He radically changed the pool of contractors, replacing them only with his own. This caused the fierce hostility of the people's representatives.

Residents of Nefteyugansk ask for protection from Sechin

No matter how cynical it may sound, you can close your eyes to the cut of the municipal budget by Vitaly Burchevsky. More terrible is the fact that the actions of Burchevsky, Fayzullin, Lapins may curtail the development of RN-Yuganskneftegaz in the region. Precisely because the pool of negligent contractors does not have time to equip clusters of new wells, drilling is slowed down, production does not grow. All this can lead to a significant reduction in jobs, tax revenues, and sequestration of social spending in Nefteyugansk.

By the way, it is doubtful that the Obstroy company, which cannot cope with the volume of work from RN-Yuganskneftegaz, will be able to complete the construction of the Zhemchuzhina Yugra sports complex on time and with high quality. If Fayzullin and Burchevsky are ready to set up the management of Rosneft in this way, then they will not care about the interests of ordinary townspeople at all.

After all, if you do not develop drilling and production, then why are people needed at all? Rumors of a global layoff spread among RN-Yuganskneftegaz employees not out of nowhere. Of course, neither the director of the city-forming enterprise nor the mayor can calm the residents of Nefteyugansk: they have no authority among the population after theft and drunken escapades.

But the Governor of the Khanty-Mansiysk Autonomous Okrug Natalya Komarova needs to be asked exactly: how can you tolerate people in key positions, with whom not only the regional economy, but also the development of the main subsidiary of Rosneft can be covered with a copper basin? And there are any number of reasons for impeachment of the mayor - from driving drunk at the wheel to a "failure" for the work given to Burchevsky by the deputy corps.
