This Procedure establishes the rules for the activities of the Department for Control and Verification of the Implementation of Government Decisions Russian Federation and the Ministry of Economic Development of Russia, as well as the Department of Records Management and Archives of the Government of the Russian Federation and the Information Systems Directorate of the Special Communications of the Federal Security Service of Russia for the organization and operation of a pilot channel for operational electronic information interaction of the Department for Control and Verification of the Implementation of Decisions of the Government of the Russian Federation and the Ministry of Economic Development of Russia on the control of execution (implementation) instructions of the President of the Russian Federation and the Government of the Russian Federation.
Electronic information interaction between the Department for Control and Verification of the Implementation of Decisions of the Government of the Russian Federation and the Ministry of Economic Development of Russia is carried out through the exchange of mail messages using the software and hardware complex "Postal Service of SZI".
Information of open and restricted distribution with the maximum restrictive mark "For official use" is allowed for the transmission of mail messages for control purposes.
1. The Department for Control and Verification of the Implementation of Decisions of the Government of the Russian Federation ensures the preparation and sending of electronic information to the Ministry of Economic Development of Russia in accordance with the established forms and taking into account the formed lists of subscribers.
1.1 Lists of orders to be transferred consist of the following electronic copies of scheduled lists prepared by the Department for Control and Verification of the Implementation of Decisions of the Government of the Russian Federation:
A) Current interaction:
lists of unexecuted orders (as of the date of sending) - files of the Excel format;
lists of orders, the terms of execution of which will expire on the current week, - files of the Excell format;
lists of orders put under control from the date of the previous sending of information - files in Adobe format.
B) Proactive control (files in Adobe format) - monthly lists of orders with due dates in the coming month.
C) Informational ad hoc correspondence, including only informational messages, in the form of an exchange of files in Word, Excel or Adobe formats.
1.2. To arrange the names of the transferred files, the following name structure is used:

1.3. The service information of the Excel tables of the current interaction, output from the "Control" database of the Department for monitoring and verifying the implementation of decisions of the Government of the Russian Federation, includes the following fields:
Type of original control document;
Number, date, name of the control point (sub-item, section, paragraph, etc.) of the original control document;
Text: a summary of the original control document;
The text of the control point (subclause, section, paragraph, etc.) of the original control document;
Texts, numbers and dates of orders given in execution;
Contractor in the Office of the Government of the Russian Federation (name of the subdivision, full name of the head, full name of the contractor, office phones of the contractor, full name of the controller, office phones of the controller);
Deadline for submitting a report from the Ministry of Economic Development of Russia;
Contractor in the Ministry of Economic Development of Russia (name of the department, full name of the head, full name of the contractor, office phone numbers of the contractor);
List of co-executors - federal executive bodies or departments;
Comments on the progress of execution from the Ministry of Economic Development of Russia.
1.4. The transfer of information by the Department for control and verification of the implementation of decisions of the Government of the Russian Federation is carried out:
within the framework of the current interaction - weekly on Mondays and Thursdays until 16:00;
within the framework of proactive control - monthly on the first working days of the month until 18:00;
in informational ad hoc correspondence - as needed.
2. The Ministry of Economic Development of Russia shall fill in the fields in the lists of instructions received from the Department for Control and Verification of the Implementation of Decisions of the Government of the Russian Federation within the framework of current interaction and send back electronic information.
2.1. The service information of the Exce1 tables of the current interaction includes the following fields:

Before administrative reform 2004 and the reduction of the government apparatus in the White House there was a control department of the apparatus, it was headed by Vsevolod Vukolov, now the head of the department of state administration and local government apparatus of the White House. Viktor Zubkov raised the problem of non-implementation of decisions in the White House at the very first government meeting, which he held as prime minister in September 2007. According to Kommersant's information, today the number of unfulfilled decisions in the White House is estimated at 40%, taking into account the deferred this figure is much higher.
However, according to officials familiar with the White House office, the creation of a control department will not have an effect on the speed of passage of the document. Mikhail Fradkov tried to resolve the issue by bringing the problem of delaying decisions to the public level.
