From that moment on, all alcohol suppliers and retailers had to connect to the system and enter data about their goods. The system was tested in a number of large chains, including Magnit, Dixy, X5 Retail Group. And although none of the market players expected that the launch would be painless, the collapse in sales of alcoholic beverages, which market participants feared, was avoided. There were minor difficulties, mainly in the first days of the New Year, during new year holidays... Products that were not accounted for by suppliers in EGAIS earlier can be put on the balance sheet during 2016 and thus put into legal circulation. The essence of the order is that from January 1, 2015 (the entry into force of the order was postponed), stores must keep a journal where they record all sales of alcohol (and beer too). You can keep records both on paper and in electronic form.

The original form of the journal

According to the initial idea, if accounting is not automated, you start another notebook, each record in it contains 15 fields. Moreover, the filling out of the magazine had to take place “as the business transactions were carried out,” that is, as soon as the alcohol was sold. For each outlet, the journal is kept separately and must be kept for 5 years. On any day, an employee of Rosalkogol can come in and ask to show the magazine. Failure to fill out the journal is punishable by a fine of 150,000 rubles. for legal entities persons.

It is possible to keep a journal in electronic form using a special program - EGAIS (unified state automated information system), it is provided free of charge, but not all accounting programs are capable of working with it.

The order caused a storm of indignation among the stores, so its application was postponed until July 1, 2015 (2 weeks left, but we did not notice any noticeable movement of stores in this regard).

New draft order

A draft order has been adopted, according to which the keeping of the alcohol sales register is postponed until January 1, 2016. In the same project, it is proposed to reduce the number of fields to be filled in and postpone the period for filling out the magazine until the next day: “the magazine is filled in no later than the next day after the fact of retail sale”. EGAIS

EGAIS is a program for state control over the production and sale of alcoholic beverages. According to the law, retail stores for the sale of alcohol will need to install this program at their checkouts, and it will automatically transfer data on the sale of alcohol to a single system.

According to federal law№ 171-ФЗ, retail stores for the sale of alcohol must install a software module at the point of sale, with the help of which data on the sale of alcohol is automatically transferred to a single system.

How it will work

On each bottle of alcohol - now only on strong and wine, but soon also on weak - there is a special brand. It has a two-dimensional PDF417 barcode with detailed information about the manufacturer, license, date of bottling and other characteristics of the drink.

The fact of the sale of each unit of alcohol must be recorded in the EGAIS system. It does this through the use of a 2D scanner at the checkout. It reads information from the stamp, the cash register module of EGAIS processes it and transmits it to the server of Rosalkogolregulirovanie. And thus, the accounting is carried out in the "online" mode. Connection time

The system is currently running in test mode, but:

  • from November 1, 2015 the software for EGAIS will have to be installed by all alcohol wholesalers,
  • from July 1, 2016 all retail stores (for rural settlements from July 1, 2017),
  • for beer and other fermented beverages, in accordance with the new edition of the law, the deadline for compulsory accounting of their turnover in the Unified State Automated Information System (EGAIS) has been shifted to July 1, 2016.

Who can not connect?

Freed from the need to connect to EGAIS only outlets located in populated areas of less than three thousand people, where it is impossible to ensure uninterrupted data transmission, and catering establishments. However, these indulgences are temporary. Equipping remote areas of EGAIS is scheduled for mid-2017. At the same time, it is planned to connect public catering establishments.

In accordance with 182-FZ, signed by the President on June 29, 2015, the following may not be connected to the EGAIS:

  • producers of beer and beer drinks, cider, poiret and mead with a volume of no more than 300 thousand decaliters per year;
  • producers of wine and sparkling wine (champagne) from their own grapes;
  • organizations engaged in the retail sale of beer, beer drinks, cider, Poiret, mead, alcohol-containing products (in terms of fixing sales);
  • organizations engaged in the retail sale of alcoholic beverages in the provision of public catering services.

It turns out that without a 2D scanner and a computer it will be impossible to sell alcohol?

Yes. To sell any alcohol in EGAIS, you need to install a scanner for reading two-dimensional PDF417 barcodes, a computer and a special program.

How real is it

According to opponents of the law, the number of scanners required to automate all stores in the country simply does not exist in nature. And the very implementation of this system will cost store owners a pretty penny.

It is possible that officials from the Russian alcohol regulation will not be able to push through these innovations. But at the moment, we can only say that they are making significant efforts to do this.

Will the requirements for receipts for alcoholic beverages change?

Yes. Together with the receipt, the buyer needs to issue a slip with a QR code. The buyer can scan the code, follow the link on the Internet and read information about the drink on the EGAIS website. Will there be any special maintenance required?

The transmission delay period is no more than three days. However, this period is not final. It was installed during the test operation of the EGAIS. Moratorium until January 1, 2019

Dmitry Medvedev proposed to introduce a moratorium on the implementation of the Unified State Automated Information System (EGAIS) in retail.

Some market participants began to criticize EGAIS 3.0 even before the system started working in test mode. The main essence of the claims is that both manufacturers and retailers will have to purchase new equipment in order to comply with the requirements of the regulator. In addition, the cost of human error increases when accepting or selling a product - for example, taking the wrong box from a supplier, a bar or restaurant risks getting dozens of bottles that cannot be sold. Moving bottles from store to store will also need to keep blotted records. If it turns out that the bottle has already been sold somewhere or entered into the Unified State Automated Information System by mistake, it will not be possible to re-sell it.

The fact is that business has entered a period of innovations - and all of them, in the opinion of the business, require costs.

“After all, all the loads need to be considered in aggregate - stores engaged in the food business have also faced the problem of introducing Mercury, online checkouts, and so on. These are also annual expenses for small businesses, which do not bring any additional profit, ”the expert says.

The price of the issue

By March 15, small shops selling alcohol will only need to update the programs that work with the Unified State Automated Information System and work according to the new rules. Other companies, in connection with the transition to the third protocol, will have to buy control equipment that allows them to check and record excise stamps (barcode scanner and data collection terminal). Likewise, when implementing EGAIS in the wholesale and retail sector, market participants were provided with a significant temporary test period. There is a certain amount of guile in a situation with a "calm transition", Karpov points out. “This is not entirely true. Indeed, even the very process of accepting the goods is changing. Regarding software updates, it also depends on what equipment is used. Perhaps, when using some kind of package equipment, which was offered at the time by RAP, it really will not be necessary to invest a lot of money in installing new versions of programs. But those companies that develop software for themselves, personalizing the IT system for themselves and their customers, integrate it, including into the cash register equipment. However, small business is no stranger to closing down.
