How many disabled people are there in Russia?

Federal State Statistics Service

According to the Federal State Statistics Service, the number of disabled people in the Russian Federation at the beginning of 2015 was 12,924,000 people, of which 3 grams of disabled adults. - 4.492.000 people, 2 gr. - 6.472.000 people, 1 gr. - 1.355.000 thousand people

According to the Ministry of Labor and Social Protection of the Russian Federation, the number of wheelchair users in Russia is 320 thousand people (group 1). Some of them use a cane or crutches for their movement (they come in wheelchairs only to the ITU).
The number of disabled children under the age of 18 is 605 thousand. Judging by the dynamics, this indicator is increasing every year.

As of 2015, there are 133 specialized institutions for disabled children in the Russian Federation, where 21,000 people live on a permanent basis. There are also boarding schools for disabled adults in Russia. Their number is 1.354. from 248 thousand. residents (some of whom are wheelchair users).

In our country, there is no single database for registering people with cerebral palsy and its consequences. It is difficult to estimate the possible scale of the real number of disabled people with this category, but according to the data of the Department of Social Protection of the Population of Moscow in 2010, the number of children with cerebral palsy was about 4500 people, 1700 adults. Also, 1350 children, 20650 adults for the same period, had congenital pathology of the musculoskeletal system, but ITU experts did not see signs of cerebral palsy in it. As a result, 28,200 people in Moscow have pronounced physiological deficiencies. According to our assumptions, this figure will increase if we add here people with a speech impediment (for example, stuttering), spasticity and other manifestations that interfere with communication with the outside world.

Livada Center found that at the beginning of 2015 73% of parents agree that their child should study in a class with a disabled person, 17% disagree, 10% found it difficult to answer. That is, a third of the school community (classmates), in one way or another, exerts pressure on a disabled child, and part of the 17% can potentially cause bodily and moral harm to him.

In average state and municipal institutions in Russia, according to the Federal State Statistics Service for 2015, 12,369 people with disabilities are enrolled. 16,768 people with disabilities study in higher educational institutions. No statistics are provided for non-state educational institutions. Most people with disabilities receive higher or secondary education on a general basis, since this simplifies their admission to an educational institution, but thus statistics are not kept on them (mostly they are citizens with 3 and 2 degrees of disability).

As we can see, because of stereotypes in society, millions of people suffer who could become leading employees in industries that are important for the economy, since according to Rosstat, 51.8% of disabled people aged 15 and older noted that they, according to their opportunities , can lead an active lifestyle on an equal basis with everyone. The potential of such people is off scale and has not yet been used by anyone.
