Plan for liquidation of emergency situations in the gas industry

The accident elimination plan for gas facilities is developed in accordance with the Federal Law "Industrial Safety of Hazardous Production Facilities". It establishes the sequence of operations to prevent accidents and eliminate their consequences.

The emergency response plan is valid in gas facilities, it is mandatory for familiarization of the personnel involved in the operation of gas pipelines, hydraulic fracturing and other gas-consuming equipment. Repair crews are also considering it. Separately, it is worth mentioning the plan for eliminating accidents at the boiler house.

The shift supervisor of the boiler and turbine shop is responsible for preventing malfunctions and eliminating accidents at gas-consuming and gas-distributing equipment. The head of the station shift is considered the general manager of the liquidation of emergency situations at the CHPP. All operational personnel, as well as the personnel of the gas service, are subordinate to him.

If an accident occurs, it is recorded in operational documentation. It indicates the exact start time, the nature of the leak and the actions of the personnel to eliminate it. The exact time of individual events is also recorded (turning on or off equipment, operation of protections, interlocks and alarms).

Emergency situations in the operation of gas facilities equipment include violation of the density of gas equipment and gas pipelines (rupture of welded parts of gas pipelines, pipelines, lack of density of threaded and flanged joints through which leaks occur, any disruption in the operation of fittings, gas pipelines and gas equipment), a sharp decrease or increase in gas pressure at the outlet and inlet of the hydraulic fracturing, rapid decrease or increase in gas pressure before and after the RDG.

Elimination of emergencies in any gas facility is carried out by operational personnel together with the personnel of the gas service of this boiler room, whose actions are led by the NS KTC and controlled by the NSS. When eliminating an emergency situation, operational personnel must comply with the requirements of the plan for eliminating accidents at the gas facilities of the CHPP, developed and approved by the chief engineer of the CHPP, and act in accordance with the operating instructions for the hydraulic fracturing and boilers.

If there are violations or malfunctions in the operation of gas equipment, and measures to eliminate them are not taken in time, there is a threat to the safety of personnel and the normal safety of the equipment. The TPP may also temporarily stop working.


Tasks that personnel must perform in case of violations in the operation of gas equipment:

  • inspect the equipment, find out the cause of the violations, using special devices to establish the place and nature of damage to gas equipment;
  • report the accident to NS CTC and NSS;
  • eliminate the emergency as soon as possible;
  • preserve the equipment and eliminate the danger to human life;
  • Return damaged equipment for repair.
If any violations occur, any shutdowns and switchings are carried out by the operating personnel, protective equipment must be used during work. During the liquidation of an emergency at hydraulic fracturing, gas pipelines and gas-consuming equipment, in no case should repairs and tests be carried out.

When liquidating an accident, a work permit is not required until the threat to the lives of workers, gas equipment and other valuables is eliminated. When the threat is eliminated, a work permit is required to bring gas pipelines or gas equipment into normal working condition.

It is also important to timely provide assistance to the victims, call medical personnel and report the incident to the NSS, NS KTC and the workshop administration.
