International passenger traffic, in which our country takes part, is mainly seasonal (in the spring and summer). They are organized by the All-Union joint-stock company Intourist along the routes linking the Soviet Union with the European socialist and capitalist countries.

For the organization of regular international communications on a contractual basis, the conditions of carriage performed along a certain route are regulated, with pre-published schedules, with a certain frequency of bus movements and permission to embark or disembark passengers at the final points, as well as within the permits issued by each country, at certain points on my way.

Passenger transportation is called transit in relation to the country through which the route passes, but on which neither embarkation nor disembarkation of passengers is provided, except for their short-term rest at the planned points.

The opening of international bus services passing through two adjacent countries is carried out on the basis of bilateral government agreements of these countries. The same agreements govern the conditions for organizing and carrying out passenger transportation.

International bus transportation can be carried out by buses that have the national and distinctive signs of their country. As a rule, it is not allowed to transport passengers by buses of one country between two points located in the territory of another country without the special permission of the relevant authorities of the other country.

Border customs and sanitary control operates in accordance with international agreements, to which both countries participating in the agreements are parties, and on certain control issues, each of the countries can be guided by the internal legislative regulations of its country.

Between individual countries or a number of countries (for example, within the framework of the Council for Mutual Economic Assistance of the socialist countries), an agreement is concluded on technical assistance, the performance of maintenance work, repairs, refueling buses with fuel, oils, engine coolants. The types of assistance may include: towing a faulty bus to repair sites, maintenance, including "washing, lubrication and control operations to check the technical serviceability of bus systems and assemblies, bus repair with the provision of necessary spare parts, assistance in providing accommodation, obtaining medical care and other services.

Regimes of work and rest of drivers of international bus services

Work and rest regimes for drivers in international bus traffic are established in accordance with the European Agreement concerning the work of crews of vehicles engaged in international road transport (AETR), to which Russia is a member state. International bus drivers must be at least 21 years old. A driver carrying passengers on international routes within a radius of more than 50 km from the place of permanent storage of the bus must have more than 1 year of work experience in vehicles with an authorized weight of over 3.5 tons, or transporting passengers on international routes with a distance of up to 50 km from the place of permanent storage of these vehicles.

The duration of driving a bus between any two daily rest periods or daily and weekly rest periods (daily driving time) must not exceed 9 hours. This may be increased twice in one week to 10 hours. The total driving time for any two consecutive weeks should not exceed 90 hours. After driving the bus continuously for 4.5 hours, the driver must take a break of at least 45 minutes (if there is no rest period), or during the same time, take two or three breaks of at least 15 minutes each ... During these breaks, the driver must not do any other work. These breaks cannot be considered as daily rest.

The driver must be allowed a continuous daily rest of at least 11 hours every 24 hours. This rest can be shortened to 9 hours a maximum of 3 times in one week, provided that by the end of the next week the driver is provided with appropriate rest as compensation. On days when the duration of rest is not reduced, it can be divided into two or three separate periods of 24 hours, one of which must be at least 8 hours in a row. In this case, the total duration of rest increases to at least 12 hours. If the bus is driven by at least 2 drivers every 30 hours, each driver must have a rest period of at least 8 consecutive hours. Daily rest on the bus is possible only during parking and if there is a berth on the bus.

During each working week(from Monday 00:00 to Sunday 24:00) the driver is provided with a weekly rest of at least 45 consecutive hours. This time can be reduced to 36 hours if the rest is used in the place of permanent storage of the bus or the driver's residence, or to 24 hours if the rest is used in any other place.

In order not to compromise safety road traffic and to reach a convenient parking place, the driver can deviate from the provisions of the AETR to the extent necessary to ensure the safety of persons on the bus. The driver must indicate the nature and reason for the departure from these provisions in the registration sheet of the control device. This, for example, may be required after the elimination of a bus malfunction on the line. In addition to the considered Basic Requirements, the AETR contains a number of other restrictions on the mode of work and rest of drivers.

To carry out commercial transportation on a foreign territory, a permit issued by the KOU by the patent authority of the corresponding state is required.

The main difficulties faced by international road carriers include: long delays at border crossings, bureaucracy in obtaining permits, insufficient development of the infrastructure of Russian highways.

International passenger bus transportation is divided into regular and irregular.

Regular transportation is carried out on stable routes using timetables. Irregular transportation is carried out on demand, in particular, a significant share of such transportation is associated with serving groups of tourists. Another type of irregular transportation is the delivery of work shifts working on a rotational basis at production facilities located on the territory of a neighboring state. An example of such transport is the delivery of shifts of Finnish workers to a number of enterprises in the border areas of Russia.

The standardization of speeds on international flights is carried out in the same way as it is done for intercity bus services. Based on the results of the rationing of the duration of the trip and the permissible working regimes of drivers, a schedule or schedule for the movement of the bus and schedules of work of drivers are developed. In case of irregular traffic, such a route is organized in two cases:

A feature of the circular route is the mismatch of the route in the directions "there" and "back", which provides an expansion of the cognitive opportunities provided by the travel agency to its clients. Circular routes are most typical for tours in which there is a check-in to several European countries.

Finally, the route with excursion trips assumes the delivery of tourists to the place of permanent home, followed by one-day bus excursions. In this case, the place of permanent base (point of turnover of the bus) is selected according to the criterion of the minimum payment for accommodation.
