Two categories of Russian citizens can study at SNTA:

Professional retraining courses

Retraining is the second prof. education. According to the Federal Law "On Education", one of the forms of obtaining additional professional education is the retraining of professional personnel. Moreover, this form of obtaining new specialty equivalent to the basic prof. education. This means that if the student at the time of receiving the second specialty has a secondary specialized education, then the issued retraining diploma will also be equal to the diploma of secondary vocational education (conditionally: the second secondary specialized education).

The situation with higher education is identical: if the student already has a higher education, then after studying at the retraining courses, the student will receive a diploma equal in value to the second diploma of higher professional education, which allows him to engage in a new type professional activity(Please note that a refresher diploma is not a document of a second higher education).

Professional retraining on the basis of higher education

According to the standard requirements, 6 hours a day are allocated for mastering. Thus, a professional retraining course of 250 ac. hours will take 41 days - from 1.5 to 2 months. The educational process is carried out using distance technologies. Residents of even the most remote regions of Russia can undergo retraining. All training takes place on the Academy's portal.

Refresher courses

According to the requirements of professional standards, as well as the industry requirements of regulatory enactments, For example,for medical workers - Order of the Ministry of Health No. 707 etc., specialists are required to take refresher courses at regular intervals.

For different categories of professions, the frequency is different, for example,
- for teaching staff, specialists in the field of labor protection, mine surveying, etc. - every 3 years,

- for labor protection specialists at special enterprises: a hazardous facility - every year, an explosive facility - every six months.

Cost of education

The number of hours is still determined by the goals of obtaining additional professional education:

1) Get new profession not related to the existing profile of education. For example, a student with a medical education wants to get an education in the field of technical professions (a physiotherapist wants to undergo retraining of a service engineer for the maintenance of medical equipment, or a software engineer wants to master a pedagogical specialty).

2) Get a new specialization in your own profile. For example, a student with an engineering degree wants to get another specialization in an engineering profile. Or a neurologist wants to become a radiologist, etc.

We ask you to treat with understanding the fact that there are no tuition fees for training programs, because curriculum and academic plan is selected individually, depending on the characteristics of the listener himself (experience, education, training profile). The cost for a particular program can be obtained from the specialists of the Academy.

What is professional development?

In Art. 2 Federal law dated December 29, 2012 No. 273-FZ "On education in Russian Federation"(Hereinafter - the Law on Education) is given following definition: « Professional development is an update of theoretical and practical knowledge, improvement of the skills of specialists in connection with the constantly increasing requirements for their qualifications ».

Thus, professional development is the further training of an employee of the same profession in order to improve professional knowledge, abilities, skills, is implemented within the framework of additional professional education (hereinafter - DPO).

The procedure for organizing and carrying out educational activities for additional professional programs is determined by order of the Ministry of Education and Science of Russia dated July 1, 2013 No. 499.

Note. According to the definition of the Labor Code of the Russian Federation (Art. 195.1) “ Qualification is the level of knowledge, abilities, skills and competence that characterizes the readiness to perform a certain type of professional activity ».

What is additional professional education?

As defined by the Education Act (art. 76) additional vocational education is vocational education carried out through the implementation of additional professional programs(professional development programs and professional retraining programs).

Program professional development is aimed at improving and (or) obtaining new competencies necessary for professional activity, and (or) raising the professional level within the framework of the existing qualifications. These can be short-term programs, but at least 16 hours in length.

Program professional retraining is aimed at obtaining the competence necessary to perform a new type of professional activity, acquiring a new qualification. These are already programs lasting at least 250 hours.

The term for mastering an additional professional program should ensure the possibility of achieving the planned results and obtaining a new competency (qualification) declared in the program.

Training in additional professional programs can be carried out both simultaneously and continuously, and in stages (discretely), including through the development of individual academic subjects, courses, disciplines (modules), internship, the use of online forms, in the manner prescribed by the educational program and (or) the education agreement, as well as in whole or in part in the form of an internship.

Improvement or qualification assignment based on the results of additional vocational education is confirmed by a certificate of advanced training or a diploma of vocational retraining (clause 1 of part 10 of article 60 of the Law on Education).

Thus, attending individual one-time seminars, "round tables", conferences does not mean that a teacher has advanced training, therefore, certificates of participation in them cannot be counted as documents for advanced training.

The right of a pedagogue to additional professional education

The right of pedagogical workers to receive additional professional education in the profile of pedagogical activity at least once every three years established by the Law on Education (clause 2, part 5, article 47). The frequency of continuing education during this period is determined by the employer.

The creation of conditions and the organization of continuing education for pedagogues by the Law on Education (clause 5, part 3, article 28) are referred to the competence of the educational organization, i.e. to the competence of the employer. At the same time, the employer does not have the right to oblige employees to carry out advanced training at the expense of their own funds, including such conditions cannot be included in the relevant agreements.

Realization of the right to additional professional education

The right of a pedagogical worker to additional vocational training is realized by concluding an agreement between the pedagogue and the employer (part 2 of p. 197 of the Labor Code of the Russian Federation), which must contain the obligations of the parties, including the obligation of the pedagogue to improve his qualifications in the direction of the employer, and the obligations of the employer when the pedagogue is sent for promotion. qualifications with a break from work, ensure compliance with the guarantees and compensations provided for in Article 187 of the Labor Code of the Russian Federation: retention of the place of work (position) and average wages at the main place of work, the order and size that are provided for persons sent on business trips.

Thus, if pedagogical workers, by the decision of their employers, are sent to advanced training courses in state educational organizations of additional vocational education, then training for them should be free.

Professional development as a duty of a pedagogical worker

The teaching profession requires constant improvement, regular updating of knowledge, the use of modern most effective technologies and teaching methods. All this is possible only with continuous training and advanced training. Therefore, it is no coincidence that among the duties of teaching staff defined by Part 1 of Art. 48 of the Law on Education, includes the obligation “ systematically improve your professional level ". This requirement applies to all teaching staff, regardless of whether they work according to the Federal State Educational Standard or not.

What if …

If the pedagogue's right to additional vocational training, enshrined in the agreement concluded between the pedagogue and the employer, is not exercised due to the employer's refusal to fulfill its obligations, the pedagogue has the right to apply to the bodies for the consideration of individual labor disputes (the commission on labor disputes, court) or to the State Labor Inspectorate for the restoration of the violated right to DPO;

if the pedagogue is sent by the employer to receive additional education, but the employer does not provide him with provided by law and by the agreement of guarantees and compensations, the pedagogue has the right to refuse to receive additional education;

if a pedagogue wished to be certified, then his non-receipt of additional professional education cannot serve as a reason for refusing to establish a qualification category for him or for recognizing him as inappropriate for his position;

if the employer fulfills the conditions of the concluded agreement for obtaining additional professional education, including the provision of guarantees, the employee is not entitled without good reason refuse to receive additional education, including in cases where additional education is carried out using the form of organizing educational activities based on a modular principle, during the academic year without interrupting the main work;

if the conditions of the concluded agreement for obtaining additional vocational training are fulfilled, and the employee refuses to undergo additional vocational training without good reason, then this will be a disciplinary offense, that is, the employee's failure to fulfill, through his fault, those assigned to him in accordance with labor contract labor duties, for the performance of which the employer has the right to apply the appropriate disciplinary action, provided for in Article 192 of the Labor Code of the Russian Federation: remark, reprimand, dismissal on appropriate grounds.
